What does “general assembly of the firstborn” mean?

This is used to try to point to an invisible church
But this takes place in heaven
where the Church is visible
and the general assembly of all those saints
that did not unite with the Church.
- 18 For ye are not come unto the mount that might be touched,
- and that burned with fire, . . . . . .

- and unto the city of the living God,
- the heavenly Jerusalem, and to an innumerable company of angels,
