which occurred fifty days after the wave offering of Passover

after that the Holy Ghost is come upon you:

and ye shall be witnesses unto me both in Jerusalem,

and in all Judaea, and in Samaria,

and unto the uttermost part of the earth.

This is talking to the Church

not individuals

Those baptized believers already had the Holy Spirit

on the Day of Pentecost

The Church was started when Jesus was baptized

He was a member and head of His Church
